The wildfire construction standards were introduced in 2008 and revised under the 2025 code cycle. Most Temecula subdivisions carry recorded covenants and an association with architectural review authority. That runs alongside city permitting rather than instead of it, and after a fire it becomes part of the critical path rather than a background consideration.
The reason is that the likely route on newer construction is a rebuild rather than a repair, and a rebuild is exactly what architectural review governs: materials, elevations, roof profile, colour and sometimes landscaping. The bulk of the housing dates from the 1990s and 2000s. Where a parcel is mapped, Civil Code §1102.19 requires defensible space documentation obtained within 6 months of entering the transaction, covering the 100 foot zone under PRC §4291, and the rebuild must carry a Class A roof, ember-resistant vents screened between 1/16 and 1/8 inch, and dual-glazed windows with at least one tempered pane. The requirement has applied since 1 July 2021 under AB 38, and where documentation cannot be obtained before closing a written agreement may give the buyer 1 year to obtain it. California levies a documentary transfer tax on the conveyance, quoted by escrow.
There is a specific complication worth naming, because it surprises owners. Where the parcel sits in a mapped fire hazard severity zone, the rebuild must use a Class A roof, ignition-resistant or noncombustible walls, ember-resistant vents and dual-glazed windows. Where the association also regulates appearance, the compliant materials must satisfy the aesthetic requirements as well.
Usually both can be met, because the compliant product ranges are broad enough. Occasionally the intersection narrows the options considerably, and that is worth establishing before a buyer commits to a design rather than after.

The stock here is predominantly post-1990 wood frame with engineered roof trusses and floor systems. Once heat reaches those assemblies they are replaced whole rather than repaired, so a fire that reaches the roof structure generally produces a rebuild rather than a restoration.
