Two Variables, Not One
Every other market where we work has a single jurisdictional question or none. Riverside County has two, and they do not line up with each other.
The first is administrative: whether a parcel sits inside an incorporated city or in unincorporated county territory. That determines the building department, the fire authority and the fee schedule.
The second is physical: how much wildfire exposure the parcel carries, which determines whether the seller owes defensible space documentation and whether a rebuild must meet wildfire construction standards. A city parcel against the hills can carry more exposure than an unincorporated parcel on flat ground.
