Elsewhere in the county we tell owners to check whether their parcel is mapped. Here the more useful default is to assume it is and be pleasantly surprised, because a substantial share of the city carries high or very high fire hazard severity zone classification.
Two things follow directly. As seller you must provide the buyer with documentation that the property complies with the 100 foot defensible space requirement, obtained within the six months preceding the transaction. Housing here spans the 1920s through the 2000s. The seller obligation under Civil Code §1102.19 has applied since 1 July 2021: documentation obtained within 6 months of entering the transaction, covering the 100 foot defensible space zone under PRC §4291, with a written agreement route allowing the buyer to obtain compliance within 1 year of closing where the inspection cannot be completed first. The requirement has applied since 1 July 2021 under AB 38, and where documentation cannot be obtained before closing a written agreement may give the buyer 1 year to obtain it. California levies a documentary transfer tax on the conveyance, quoted by escrow.
This is the part buyers from outside the Inland Empire consistently underweight. In a city where mapped exposure is widespread, the insurability of the finished house is not a detail; it is a substantial input into what the finished house is worth.
California's residential insurance market has been difficult for several years and mapped parcels sit at the sharp end of it. A buyer pricing a rebuild without having established what insuring the completed house will cost, or whether it can be placed conventionally at all, has an incomplete number.
It also affects you now. Insuring a vacant fire-damaged structure in a mapped zone is expensive here and sometimes difficult to place, which raises the cost of waiting and is a genuine reason to reach a decision rather than drift.

We publish no insurance figures or availability assessments. The market moves, carriers change appetite and every parcel prices differently. A broker who writes in mapped Riverside County zones is the right source, and worth a call before you accept any figure.
The Construction Side
The wildfire construction standards date from 2008 and were revised again under the 2025 code cycle. Housing here spans several eras, which means the framing question varies. Older dimensional-lumber construction can sometimes be repaired in sections; newer engineered trusses and floor systems are replaced whole once heat-exposed.
What does not vary is that any substantial reconstruction on a mapped parcel is held to the wildfire standards, which raises the cost above a comparable rebuild on an unmapped parcel elsewhere in the county.
